The goal is to protect peaceful protesters while preventing escalation. The Riot Police can identify and arrest violent individuals if the situation escalates despite best efforts to keep the protest peaceful.
This creates a new mission type focused on resource management, prioritization, and de-escalation.

Gameplay
The Riot Police Unit introduces a new Crowd Control gameplay system.
- Identify demonstration groups
- Deploy Riot Police to reduce aggression
- Prevent demonstrations from escalating
- Arrest violent rioters and brawlers
- Protect civilians and other emergency responders
- Resolve the demonstration peacefully
Protect Peaceful Demonstrators

Riot Police are guardians, not attackers.
Their purpose is to:
- Maintain order
- Lower aggression
- Protect civilians
- Arrest violent offenders
Escalation

Ignoring demonstration groups causes aggression to rise.
Higher aggression leads to:
- Rioters or Brawlers appearing
- Fires caused by Rioters
- Injured civilians
- Attacks on response units
Demonstration Groups

Demonstration Groups are the primary mission objective.
Each group behaves like a dynamic objective, similar to fires or injured civilians.
Each group has a:
- Aggression Meter
- Potential for Rioter or Brawler Spawns
Groups are handled independently.
Aggression System
Every demonstration group has an Aggression Meter.
The meter increases when:
- No Riot Police are assigned
- The Riot Police strength is insufficient
The meter decreases when:
- Riot Police processing exceeds escalation.
When the meter reaches 0%, the group is considered resolved.
Rioter

Rioters are a new type of gangster.
Unlike normal criminals, they actively escalate the mission.
Rioters spawn from demonstration groups.
Capabilities include:
- Starting fires by throwing Molotov Cocktails
- Injuring response units by throwing rocks (similar to when a unit is too close to an active fire or a terrorist)
Only Riot Police can arrest them.
Brawler
Brawlers spawn from demonstration groups.
Capabilities include:
- Starting fights with bystanders
Both Riot Police and normal Police can arrest them.
Riot Police Van

Can transport previously arrested Rioters and Brawlers.
Capacity:
- 6 arrested rioters or brawlers
Same as the SWAT Unit, it can drive away with any number of loaded Rioters or Brawlers.

Quick-Action Handcuffs
- Improves Arrest Speed

- Vehicle attachment
- Once used per mission
- Sprays water on demonstration groups to calm them down
- Can put out fires
